About the Ethiopian Civil Society Organizations Council (ECSOC)

The Ethiopian Civil Society Organizations Council (ECSOC) is an independent apex body legally representing the civil society sector, which consists of organizations, consortia, associations, forums, and networks. ECSOC was established on December 31, 2020, by the 300 General Assembly members that consisted of CSO representatives and are the founders of the Council.

The Council was formed as per Article 85 of the Civil Society Organizations’ Proclamation 1113/2019, which stipulates that the establishment of a Council shall be governed by the full participation of “all” CSOs in Ethiopia and, further, that the Council shall “represent and coordinate the civil society sector”. This implies that ECSOC represents all CSOs in Ethiopia.

 

የኢትዮጵያ ሲቪል ማህበረሰብ ድርጅቶች ምክር ቤት እና ፕሮ ዴቨሎፕመንት ኔትዎርክ በጋራ ባዘጋጁት የግማሽ ቀን የምክክር አውደ ጥናት በኢ.ፌ.ዲ.ሪ ፍትህ ሚኒስቴር በቀረቡ በሲቪል ማህበረሰብ ድርጅቶች አዋጅ 1113/2019 ማሻሻያ ሃሳቦች ላይ ያተኮረ ውይይት ተደረገ።

ስብሰባው እነዚህ ማሻሻያዎች በተወሰኑ የትኩረት አቅጣጫዎች ላይ ሊያደርሱ የሚችሉትን ተፅእኖ ለመፍታት እና ከተለያዩ የሲቪል ማህበረሰብ ድርጅቶች፣ ኔትወርኮች እና ሌሎች ባለድርሻ አካላት ግብአቶችን ለመሰብሰብ መድረኩን ፈጥሯል።

ከተሳታፊዎች መካከል በአዲስ አበባ ከሚገኙ ጥምረቶች እና ኔትዎርኮች የተውጣጡ አባላት እንዲሁም ከሀገሪቱ ክልሎች የተውጣጡ የሲቪል ማህበረሰብ ድርጅቶች ተወካዮች ተገኝተውበታል።

ሀምሌ 22 ቀን 2017 በተካሄደው የግማሽ ቀን አውደ ጥናት የሲቪል ማህበረሰብ ድርጅቶች ተወካዮች እና ባለድርሻ አካላት ድርጅቶቻቸውን እና የሚያገለግሏቸውን የማህበረሰብ ክፍሎች በቀጥታም ሆነ በተዘዋዋሪ አሉታዊ ተጽዕኖ ሊያስከትሉ ይችላሉ ያሏቸውን በጥልቀት የተወያዩበት እንዲሁም በዘርፉ ሊፈቱ የሚችሉ ወሳኝ ክፍተቶችን ለመለየት የሚረዱ ግብዓቶች ተሰባስበዋል።


The Ethiopian Civil Society Organizations Council (ECSOC) and the Pro Development Network (PDN) jointly hosted a half-day consultative workshop that focused on the FDRE Ministry of Justice's recently proposed amendments to the Civil Society Organizations (CSOs) Proclamation 1113/2019.

The meeting served to address the potential impact of these amendments on specific focus areas and to gather valuable input from a diverse group of individual CSOs, networks, and other stakeholders on the proposed document.

Participants included members from consortia and networks in Addis Ababa, as well as civil society organizations based in various regions of Ethiopia.

A critical agenda item at the half-day long workshop hosted on July 29, 2025 the workshop was to create a platform for civil society representatives and stakeholders to express concerns directly and indirectly affecting their organizations and the communities they serve as well as identifying crucial gaps for the sector to address.
